He was the son of John Williams and Martha Armistead Williams.
On February 24, 1859 as Walter W. Williams, he married Alice Bradley at the District of Columbia.
They were the parents of two children who died in infancy.

He was Rector of Christ Episcopal Church, Georgetown from 1866 to 1876.
He was a member of the Virginia Military Institute Class of 1853; graduate of the University of Virginia and Theological Seminary in Alexandria, Virginia; Episcopal clergyman in Leesburg, Virginia, Halifax Virginia, Washington, District of Columbia, New York City, New York and Baltimore, Maryland.

A Tiffany window in his memory located at what was the Christ Episcopal Church and is now the New Life Evangelical Church in Baltimore, Maryland:
This window is erected in loving memory of Walter Wheeler Williams, D.D., rector of this parish 1882-1892. Born in Norfok, Va., May 4, 1834, and entered into rest June 29, 1892.
And they that be wise shall shine as the brightness of the firmament, and they that turn many to righteousness as the stars for ever and ever.
