Joseph was the son of Marie Anne Manach and Yves Louis Titour. Born in France, he and his brothers Andre and Pierre came to New York in the 1930's and once settled, he continued his career as a chef. Joe eventually moved to South Florida where he married Ruby Rose Dyer. In 1949, they had a son, Pierre Joseph Titour. Ruby and Joe went their seperate ways and he later married Myrtle Dennis. Prior to his passing from Alzheimer's complications, he reconnected with his Son Pierre and his grandchildren in Winter Park, Florida.
